Steps to reproduce:
1. Open Calc
2. Insert an image as linked -> Double check it's listed in Edit - Link to
external files
3. save it as XLSX
-> The image is saved as embedded. If you unzip the document you will see it
there. Same if you open the document and go to Edit - Link to External files.
