Please disable your Win10 os/DE accent colors temporarily.

Start -> Settings; In Windows Settings -> "Choose your accent color"

In the "Colors" dialog that opens--remove check marks for the Show accent color
on the following surfaces "Start, taskbar, and action center" and "Title bars
and window border"

It should apply immediately and you'll see changes to your Windows desktop
environment.

Launch LibreOffice (restart if you had it open).

Do the menu background issue clear?

Close LibreOffice

Restore the show accent color check boxes, and retest LibreOffice. Issue back?

Open the main menu Tools -> Options -> Advanced dialog, and check enabled the
"Enable experimental features (may be unstable)" checkbox.  Restart LibreOffice
as indicated. 

Do the menu background issues appear?  Let us know.

Also, as a suggestion. Use the Tools -> Options -> Application Colors panel,
and set the Color scheme listbox to 'LibreOffice Dark'

The combination of the Experimental Features and the Application Colors should
be useful configuration at 7.4 builds.  At 7.5 the experimental features will
not be necessary to work around the Win os/DE accent color issue.
