Tested with:

Version: 7.4.2.3 / LibreOffice Community
Build ID: 382eef1f22670f7f4118c8c2dd222ec7ad009daf
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: de-DE (en_AU.UTF-8); UI: en-US
Calc: threaded

Steps to reproduce:

1. Open document in Writer
2. Go to highlight 1 and insert a new line after it
3. First issue: footnote 1 is split, its last line goes to page 2.
4. Modify the footnote style: Styles sidebar > Footnote > Modify > Text flow >
Options. Tick "Orphan control" and "Widow control" (the defaults for this
style), click OK.
5. Go to highlight 2, insert many new lines until all footnotes go to the next
page.
6. Remove the inserted lines one by one.
7. Second issue: Footnote 3 comes back split
8. Third issue: Footnote 4 does not come back even though its anchor is
visible.
