Example

What you could do is to configure the chapter numbering with Latin numbers but
use 0 sublevel at level 1. This numbers the chapters as 1., 1.1.... 2., 2.1
etc. but hides the numbering from the first level. And just add the Roman
numbers on H1 manually.

Sounds not too complicated. The envisioned option to follow or not the upper
level is working for only one use case. You cannot, for example, have "1.
Chapter A, I.1 Sub A, I.2 Sub B" etc. or any other combination without defining
what exactly you expect from the upper level.
