Not sure we can say that. Clearly reviewing the comments for this and
associated bugs, the issue has come and gone for folks with reports of non
functional Windows 7 "jump list" at the 3.3.4, 3.4.5 builds and now your
3.6.0.1 mark. 

I suspect the problem may be masked by presence or absence of a valid Windows
file association to the ODF formats--which is handled by the MS Installer for
LibreOffice during installation. The development build installers, or when
folks install in parallel with /A administrative, aka server installations, do
not make file associations as they do not write into the Windows registry.

So doing a comprehensive bibsect will require clean installations at each build
with Windows registry and user account clean-up for each test cycle. One reason
VMs are so convenient for doing the testing.
