First, having a fraction as one character depends on the availability on the
Font, it's not a matter of the program.

LibreOffice has Menu/Tools/Autocorrect options/Replace for 1/2 1/3 1/4 1/8.
You can add more, but autocorrection depends if they are available on the Font.
As example, 'DejaVu Serif' has a lot others only have three.

You can take a look also in Menu/Insert/Special character, and searh for
'fract', and go down or up in the font name.
