Description:
If my system has dark theme (I have GNOME 43.1), the icons are unreadble.
To "fix" I just need to change from default Breeze theme to Breeze-dark in
Tools > Options > LibreOffice > View > Icon Style ....
Why don't you set Breeze-dark to be default if the system theme is dark?
Steps to Reproduce:
1. Set dark theme in your system
2. Open libreoffice (if you have not changed the style)

Expected Results:
Icons should be visible
