You're right, but behaviour with draging is in this case the same.

Yes, but it implicitly mentions movement of the object: "position an object
relative to the anchor's reference point by dragging the object."

So my questions are:
Do you agree, that different result between moving image on page one and image
on page two indicates a bug?
What is your expected result, if you select an image and press arrow key up?
