I can reproduce this behavior using Mac OSX 10.8.3 with LibreOffice 4.0.2.2. I
followed the description in Comment 1.
* Open Writer
* Format > Columns
* 2 columns -> Ok
* Start a numbered list as described in comment 1
* Place your cursor behind a list item
* Insert > Manual break...
* Column Break -> ok
