Seems to be a user error, I believe reporter expects that the default table
with borders anywhere changes to "border only left" if he clicks the related
icon in the picker behind the 'Borders' icon (or similar). But that expectation
is wrong, you only can "remove all borders" or "add the clicked one". Steps how
to test:

a) insert a default 2x2 table
   > sill be shown with black borders everywhere
b) select all Table
b) Icon 'Borders -> remove all' (top left icon without border)
   > All borders removed from table
c) Click Icon 'Borders -> only left'
   > left table borders appear (may be only visible after unselect table)
d) select all Table
e) Click Icon 'Borders -> only right'
   > left black table border remains, new at the right
f) Click Icon 'Borders -> only top'
   > left and right black table border remain, new at the top
and so on

So reporter can not observe anything, to a table with all borders applied no
additional border can be applied.
