Not sure what you mean. Line Numbering can't be focused, IIANM. So why does the
focus matter? User intent is clear when clicking the LN, which are well outside
the paragraphs they relate to.

I literally am clicking the line numbers.

Anyway, if I click some visible element of the document, or the non-document
UI, I expect the context menu to relate to what I've clicked - and it doesn't.
The user should not have to know when LN is on the menus to get to the dialog
controlling it. Think of the user who's opened a document with LN and wants to
tweak it or turn it off. What are they going to do? Naturally, right-click the
LN.
