Open a new Writer document. Insert - Header and Footer - Footer.
In the dbg build of LibreOffice I get in terminal this warning:

SfxUndoManager::MarkTopUndoAction(): suspicious call!
This is NOT the case with Insert - Header and Footer - Header.
