I had made some fixes to writing mode last year. That seems to have fixed this
issue too. I can no longer reproduce it with Version: 7.6.0.0.alpha0+ (X86_64)

The visual display had been obviously different. When you see it being
identical, the problem is fixed.

In MSO select the shape, then tab "Shape Format". Open the "Format Shape" pane
by clicking on the arrow in the right-bottom corner of the "Shape Styles"
section.
In the "Format Shape" pane select "Text Options". The field "Text direction" in
section "Text Box" should show the text "Vertical".

Microsoft Office does not show all writing mode related options in the default
settings. If you have an European version of Windows, then you need to install
an East Asian language for the keyboard layout in Windows. After that MS Office
will show the controls for East Asian writing direction.
