Interestingly enough, while your document is exhibiting the behavior, I don't
reproduce the exact way it does things if I type the same in a new document.

But there does seem to be something related to what kind of characters are
around.

In a new document, if I type "ソーット。", I get a horizontal ー and 。 is on the
left. If I add 漢字 before it, ー is vertical and 。 is on the right (which is its
correct location).

Your comment also made me try something else: using the Japanese system locale,
everything seems to be working fine.
