Steps:
1. Open ODS attachment
2. On both text frames, [right-click > Area... > Area > Image > Options],
confirm that the size is relative, using the "scale" setting.
3. File > Save as... > PPTX
4. Reload
Results: the Scale setting is lost for both, sizes are absolute.
(There are other issues, including the top frame changing its "Style" from
"Custom" to "Tiled", and losing its aspect ratio, which could be bug 132049,
but this report is focused on the Scale setting.)

Prior to 6.1, options for image area fills were different.
In my opinion, the scale settings needs to be clarified / fixed before looking
into this issue, which is why is set bug 116902 as a blocker.
