I can insert the file into an Impress slide, then activate the slideshow (Shift
F5), and the music will play. 

I can play the file separately in VLC as well, for what it is worth.

As far as I can tell, the MP4 file in question uses the AAC (advanced audio
coding) codec.

In order to be able to playback the audio, your operating system needs to
support that codec with a corresponding shared dynamic library, and LibreOffice
needs to be able to access that shared library in order to be able to decode,
and play, the audio.

If you have Windows media player, then that MP4 container with AAC audio should
be readable by your system, in which case, it should also be readable by
LibreOffice. If it isn't, and someone else with a Windows OS can confirm that,
then this would probably be a bug in the LibreOffice build for Windows.
