Clear Direct Formatting doesn't remove Char Locale
Steps to Reproduce:
1. Open the attached file
2. Sidebar -> Style Inspector Deck
3. Place cursor inside 'hello' -> Notice en-CA Char Locale
4. CTRL+A
5. CTRL+M (or Format Clear Direct Formatting)
Actual Results:
Char Locale still present
Expected Results:
I'm unaware of a different route to remove DF Char Locale, so I assume this
should be cleared
Reproducible: Always
User Profile Reset: No
