Because we do not add all existing 1800 languages to the list?

If needed one can enter the language tag rhg-MM in the CTL language list's
combobox and hit Enter. Next time it will be displayed as
"Rohingya (Myanmar [Burma]) {rhg-MM}".

Or rhg-Rohg-MM for
"Rohingya (Hanifi, Myanmar [Burma]) {rhg-Rohg-MM}"

Since LibreOffice 7.5 the assignment to CTL vs Western also works as intended,
automatically. Additionally there's the acor_*.dat file language tag mechanism
to permanently add it to an installation.

We may consider adding an entry for one of the next releases, specifically for
the reason that it is a RTL language, which isn't automatically detected from
the language tag yet.
