Description:
UI: Image ratio can be skewed even with keep Ratio for images in Position in
Size ON when using Relative Width

Steps to Reproduce:
1. Open the attached file
2. Select the image -> Press F4 (or Right Click the image -> Image properties)
3. Position and size Tab
4. Check Keep Ratio ON
5. Check Relative width (so it's ON). Use the default Entire Paragraph Area
6. Type 130% as width value
7. Press OK
8. F4 again -> Notice 130% being changed into 124% (the input of 130 should
have been disallowed, I guess
9. Press OK again -> Skewed image; not in ratio


Actual Results:
Image ratio lost

Expected Results:
Image still in ratio
