The MS "Eyedropper" from its "Theme Colors" picker (shown in attachment) behaves the same--only from the canvas of the current document. Scope of the LO pick could probably expand to canvas of any active LO module, e.g. pick a color from draw for an object on writer canvas. But ideally expand to the entire os/DE desktop to allow picking a color from outside LO if the os/DE can support it. E.g. to pick a color from a webbrowser or image editor and add to palette in LO.
