It is possible Windows 11 or some AV filter is disallowing the run of local Help as insecure. We'd like to know more. So, please describe where you obtained the installers for LibreOffice 7.5.1 and the language/script specific help pack. But first thing is to verify that the installed help pack has correct size and signature. Use the details link from: https://downloadarchive.documentfoundation.org/libreoffice/old/7.5.1.2/win/x86_64/ It will include HASH values MD5, SHA1, SHA256 as well as a link to the PGP signature.
