Problem description: 
The Row Heigth space equally should calculate the total height of the table
rows that are selected, then divide by number of rows, and set the row height
that way.

Steps to reproduce:
1. ....  Select all but the header.
2. .... Move the bottom of the table down to make it fit the page
3. .... rigth click 
4.   Row Height Space Equally 

Current behavior:
total Table height changes, table now spans many many pages.
rows now have all the same height, but it is not the height implied by the
tool.
Expected behavior:
rows all the same height as eachother, but total height remaining the same.
