You're right, could have been clearer:
1. Tools > Options > Language settings > Languages > tick "Asian".
2. With some text in a cell, and the cell big enough to observe vertical
alignment: right-click > Format cell > Alignment > tick Vertically stacked >
tick Asian layout mode
