I wanted to know how Microsoft would handle multiple floating objects when one
was set to optimal (largest side) wrap. Does it make a one-time decision based
on the single fly, or does it take all flies into consideration?

For plain text, the answer clearly seems to be that it takes everything into
consideration. [However, LO doesn't.]
For tables, the answer is very mixed. "It depends" on seemingly random
considerations.
