Description:
Freeze Rows and Column always leaves the selection's bottom right cell free.
When attempting to use the action with A1 selected, it leaves the impression of
a broken feature.
Steps to Reproduce:
1. Select just the first row or column
2.On the header Right click > Freeze Rows and Columns
Actual Results:
Nothing happens
Expected Results:
The first row and or column gets frozen
Reproducible: Always
