This issue is a follow-up of bug 124525 and it only happens on Windows.
I found this issue when I created a unittest for bug 124525: See

Steps to reproduce it:
1. Open attachment 150508 from bug 124525 on Windows
-> The file is corrupted and it can't be loaded
