Since at least LO 5.2.0.4, we have the three vertical alignment options in: - the Properties sidebar, automatically visible with the default UI - Format > Align text menu - the View > Toolbars > Text formatting sidebar too, if you want to make them always visible. That's plenty, and I don't think there's a need to add to the default toolbar.
