Often, a highlighted element like a center of rotation, an editable point or a corner point could not quite be hit and the item changed into a different state. Duplicating text elements is anothe good example: the mouse cursor shows a hand, indicating that the text element and not its contents will be manipulated, but upon click-and-drag the element stays where it is and a text cursor is placed inside. This quite annoying behavior seems much related with the problem described here. If I operate the handles very slowly and allow ~.2 seconds accomodation time between click and drag everything seems fine.
