I can't test on letter paper, but I did test with:
- 4-page document
- Format > Page style set to 10.5 cm × 14.85 cm
- Print on both sides (duplex short edge)
- Paper size: A4 210mm × 297mm (which is supposed to fit just two of those
smaller pages)
- Pages per sheet: 2
- Orientation: landscape

I get one single sheet, printed on both sides, all 4 pages visible. So not
reproducing your issue in:

Version: 7.6.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 88bd66d258de5fee3d35aba80c61fec49eb2a969
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded

Can you please:
- update to a currently supported version (7.4 or 7.5);
- check if there are more settings in the printer's Properties (button in the
Print dialog), like more duplex settings;
- test again to see if you can still reproduce the issue.
