Description:
Lots CPU time used when scrolling a spreadsheet with lots of cells with
multi-line contents with page up/down with Skia/Raster. Terrible slow with GDI

Steps to Reproduce:
1. Open attachment 151324  (bug 125236)
2. Open an activity monitor (like process explorer) 
3. Press and hold Scroll page up

Actual Results:
Utilizing a core to max. With profiling it starts to lag. With GDI it lags in
any case

Expected Results:
I assume there is some room for optimization (or related to scrolling fast
causing a crash with Skia Vulkan)
