Description:
The RTF specifications (https://www.biblioscape.com/rtf15_spec.htm) state that
"Each section in the document can have its own set of headers and footers."
However, /header control words within secondary /sect control words are
ignored, and the first is used throughout the document.
Steps to Reproduce:
1. Open an RTF file with multiple /sect control words, and /header control
words within secondary /sect control words in LibreOffice.
Actual Results:
The first /header is repeated throughout the document.
Expected Results:
The /header control words within the secondary /sect control words should be
used when opening the file.
Reproducible: Always
