Well, this is an inventive way of making a pretty form! The entire page is
overlaid with a transparent picture - with the normal text placed "just right".

While pretty, it is a recipe for interop disaster, font disaster, version
disaster, etc.

It actually looks amazingly good in DOCX format.

I can't figure out why section 2 decides it needs to start on the next page.
I'm guessing it is just a layout glitch, although it might be triggered some
how by the full-page image anchored in a different section. (If I remove the
image, change the view to "Web view" and then change back, the text flows back
to page 1.)
