The fix for bug 154212 is likely what has caused the behavior change.

Give the following chapter structure, what should the result for Chapter 1.3
(outline level 2) move chapter down be?

Chapter 1 (outline level 1)
Chapter 1.1 (outline level 2)
Chapter 1.2 (outline level 2)
Chapter 1.3 (outline level 2)    <-- move chapter down    
Chapter 1.3.1 (outline level 3)
Chapter 1.3.2 (outline level 3)
Chapter 2 (outline level 1)
Heading with outline level 3
Chapter 2.1 (outline level 2)
Chapter 2.2 (outline level 2)
Chapter 3 (outline level 1)
