I know that for paragraphs, the border distance is limited to 31pt, so our export code tries to compensate by adding it to the margins. In this case, it would have to take the value and move it to the wrap margins. However, that is a lot of computer guesswork and emulation, so probably better to leave it for the human to work out. Long story short - LO can do things that MSO can't.
