Confirmed that there is still formatting loss beyond 1000 rows after data.

Steps to reproduce:
1. Open this sample ODS, see that cells are formatted up to row 1140
2. Save as XLSX
3. Reload
4. Observe lost formatting at the end of the range

Reproduced in recent master build:

Version: 7.6.0.0.alpha1+ (X86_64) / LibreOffice Community
Build ID: a5c1c674e031087ef0516cebac049341dcdd2fcf
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded
