Description:
If you switch the direction of a libreoffice calc's sheet to RTL, its
horizontal scrollbar acts same as LTR mode. It is occurred in libreoffice 7.5
and it was correct in 7.4

Steps to Reproduce:
1. Open a new/existing calc document
2. Click on "A1" cell
3. Click on "Sheet" menu
4. Click on "Right-To-Left" menu
5. Try to move horizontal scrollbar

Actual Results:
The horizontal scrollbar remains at the left side. You cannot move it to left.
If you move it to right, the cells go to right. 

Expected Results:
By switching to "Right-To-Left" mode, it is expected that:
1. The horizontal scrollbar sticks to the right
2. Like all other programs, by moving the scrollbar to the left, the sheet must
move to the right

Additional Info:
This is in contradict with common behavior of horizontal scrollbar even in
previous versions of calc.
