Description:
A LO window that is not frontmost is raised when the mouse is moved over a
functional icon of the background window. The frontmost window loses focus and
the background window is made front most.
Work with multiple documents has become hard this way
Steps to Reproduce:
1. create first window with empty calc document
2. create second window with empty calc document
3. move the windows so that they overlap partly
4. move the mouse over a toolbar icon of the lower window
Actual Results:
the lower window is made topmost and active, the previously topmost window
loses focus
Expected Results:
topmost window remains topmost (=nothing happens)
