Shapes? I've added two attachments. Attachment 187772 was made using LibreOffice Draw version 7.4.7.2 (x64) in Windows 11. After selecting any of the shapes, clicking on the shapes again does not cause the shape to enter into rotation mode as described in DG74-Draw Guide.pdf. Attachment 187773 was made using what I believe was LibreOffice Draw version 7.4.6.2 (x64) in Windows 11.
