LibreOffice doesn't support the fine-grained LC_... locale settings. If you
"set Numbers to C" in KDE what probably is set is LC_NUMERIC, but that is not
evaluated, all LibreOffice locale settings (number, date, calendar, ...) follow
LC_CTYPE instead. You can set that in your environment to any locale supported
by LibreOffice, like LC_CTYPE=en_CA.UTF-8

en_CA as example here because that uses '.' dot decimal separator and a
sensible ISO 8601 date format.
