I attempted to use LibreOffice Draw, Inkscape, and Scribus. The greatest PDF rendering is in Scribus, and Inkscape offers decent graphics. Users who want to create publications will find LibreOffice Draw to be the most straightforward to use. Publications don't always need to be correct in terms of style, but data and images are crucial, especially when working with LibreOffice Calc to create charts. I combine two Scribus-created PDF files that are all PDF Boxes. One more file created with LibreOffice Draw is called MediaBox. Layer helps to visualize where various PDF boxes are located; it's merely a suggestion for improvement. Although layers in Photoshop are not particularly intuitive, they are in Inkscape.
