Description:
It never made sense to have a spreadsheet program starts with so many rows and
columns. It is so annoying and counter-productive.

This is like launching a drawing application to have 10,000x10,000 pixel
canvas, or like entering a text editor to see 10,000 empty lines. Why not just
let the user pick the suitable size?

Steps to Reproduce:
1. Select rows
2. Go to: Sheets > Delete Rows

Actual Results:
Rows are only shifted not deleted. There are still 1048576 rows in the
application.

Expected Results:
Rows should be reduced
