Description:
Anchor to character at bottom paragraph creates odd layout when moving image

Steps to Reproduce:
1. Open the attached file
2. Select make things happen image 
3. Press arrow up

Actual Results:
Text an image moves to new page

Expected Results:
Stay on the same page, like this

1. Open the attached file
2. Select make things happen image 
3. Press arrow up (broken layout)
4. Change the anchor 'to paragraph'
5. Change the anchor back to 'to character' (expected)

So the specific (manual) set anchor should replaced by new anchor position. 
This already happens when moving images to new paragraph. 

Or the to paragraph anchoring is simply better, compared to 'to character'
