I don't agree at all.
Let me answer, and after that, you can close a request.
In a writer document it is not at all necessary align anything: the margin of a
given document are supposed be the same, and that's enough to have a correct
visualization.
But, even with a top splitter tab with some margins, and the bottom splitter
tab with other margins, where would be the problem?
If pages would have “different size [???], orientation [??????], paragraphs may
have different alignment" these are my business, nobody can force to use this
feature, if the result would be a terrible view.
If you write a book, you have the same orientation and same margins, and a
different (possible) paragraph alignment would not be a problem at all. At
least I don't see where it would be.

Kate, on Linux, does it: you can split a text file, both vertically or
horizontally.

This would be a very useful feature for Writer.
