Description:
Currently, all of the AutoCorrect settings in Options and Localized Options
under Tools | AutoCorrect | AutoCorrect Options are applied globally to all
languages, and the "Replacements and exceptions for language" box is grayed out
when setting Options and Localized Options. But there are settings that I want
enable for one language and not others. E.g., I frequently type multilingual
documents in English and Hebrew. In English, I want single and double quotes
replaced with curly quotes. In Hebrew, I want to use straight quotes. But there
is no way to fix this other than turning off "autocorrect while typing," which
makes frequent switching between languages using quotation marks cumbersome.

It also seems that the inability to create language-specific settings has led
to weirdly specific additions to localized options (like "add non-breaking
space before specific punctuation marks in French text" and "transliterate to
Old Hungarian if the text direction is from right to left"), while still not
allowing simple language-specific settings like the one I describe above.

This request applies to both Writer and Calc; indeed, the problem is worse in
Calc, which does not currently have the ability to turn off autocorrect while
typing, meaning that, e.g., I need to globally disable single/double quote
replacement if I'm typing with quotes in Hebrew, and then re-enable afterwards
(see bug #156020). Thank you!

Steps to Reproduce:
1. Open Tools | AutoCorrect | AutoCorrect Options.
2. Select Options and Localized Options.
3. See that "replacements and exceptions for language" is grayed out.

Actual Results:
Unable to make quote-replacement and other options language-specific.

Expected Results:
Should be able to make quote-replacement and other options language-specific.
