When the line that indicates the frozen area is almost covered by the size of the window, the line disappears and the "freeze" attribute goes away. Once the freeze is no longer active, moving the scroll bars can demonstrate that there is no frozen area anymore. Repro also in LO 3.3. There is probably some older report about this.
