Thank you for the report.

See bug 129557.

> Could the Target in Document Window remember its last position and size.

See bug 149935.

You should be able to use the accelerator Alt + D (at least I can in an English
UI). Pressing Alt revels the accelerator keys.

I am able to do that already, is it not working for you? Please install the
latest version in https://www.libreoffice.org/download/download-libreoffice/
and test again. If you can still reproduce, please paste here you version
information copied from Help > About LibreOffice.

For me:

Version: 7.5.4.2 (X86_64) / LibreOffice Community
Build ID: 36ccfdc35048b057fd9854c757a8b67ec53977b6
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: fr-FR (en_AU.UTF-8); UI: en-US
Calc: threaded

Finally, note that you can drag and drop bookmarks from the Navigator (sidebar
or dialog) onto the document to quickly insert a hyperlink to it.
I've suggested an improvement in bug 156111.
