In Calc, the Tools - Options - Language Settings - Languages - Decimal
separator key parameter seems to have no effect when the keyboard layout is set
on "BÉPO" (Dvorak-like french keyboard).
A user tested different layouts to determine which ones works and which ones

Steps to Reproduce:
1.Choose "Français (BÉPO, AFNOR)" keyboard layout
2.Create a new Calc sheet, and in a cell, type "3.1415" using the numeric pad.

Actual Results:
Cell contains text "3.1415"
Expected Results:
Cell should contain numerical value "3,1415" (using french decimal notation)
Reproducible: Always
User Profile Reset: No
Additional Info:
The option should rely on the locale setting, not on the keyboard layout.
Tried under a newly installed Debian 12. Don’t know if it is the same with
other OS.
