There is an issue "A heading with outline level 2 must not follow a heading
with outline level 0."
As there is no outline level 0, it should instead say: "Outline levels should
start with level 1, instead of level n" in this specific case.
The text for the other case "A heading with outline level 4 must not follow a
heading with outline level 2." should stay as it is.
