Description:
If I copy the value from the cell above by using the keyboard shortcut CTRL-'
(single quote), which for example contains 82,3, I get 82.3. My locale setting
is Dutch, with comma as the decimal separator.

Steps to Reproduce:
1.Set locale in Options - Language settings - Languages to Dutch
2.Enter 82,3 in cell A1
3.Select cell A2
4.Use CTRL-' to copy the contents of A1 to A2

Actual Results:
82.3

Expected Results:
82,3
