Gabor, I think we are looking at something different here, but correct me if
I'm wrong.

In 6.3, labels were not rotated but not wrapped.
In 6.4.7.2, They are rotated.

Also reproduced the issue as described in:

Version: 24.2.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 46d7119b8be03968017e59d882e5671350304e15
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US

But coincidentally, looks good in:
